Snake Without a Leash

A man has been fined $190 (£150) for permitting his pet snake to crawl around a recreation center without a chain.  
Jerry Kimball said he thought it was an April Fools' Day joke when he was given the fine by creature control in South Dakota a week ago. 
'He was truly requesting that I put a rope around my snake,' Kimball told the Argus Leader. . 
'I resembled, "buddy, no" I was astounded.' 
He was drawn closer by the officer after a lady whined that his Fire Bee Ball Python was meandering unreservedly at Falls Park in Sioux Falls. 
Creature control boss Julie DeJong said a city law requires all pets to be chained or controlled out in the open. 
She said pet snakes can be held or kept in a compartment to go along. 
'On the off chance that it's in broad daylight and it's not on a chain, it's on the loose. The statute doesn't generally recognize creatures,' she said. 
In any case, the proprietor said he thinks of it as his central goal to free people in general's dread of snakes. 
'That is my motivation in life: To tell individuals that snakes aren't executioners,' he said.
